Tonya Hoover was appointed Acting State Fire Marshal on July 1, 2009 and Assistant State Fire Marshal September 4, 2007. Chief Hoover has been actively involved in Fire Prevention and Public Education and Risk Mitigation for over 25 years.

Chief Hoover has served as the Fire Marshal/Battalion Chief for the Moraga-Orinda Fire District located east of the Oakland/Berkeley hills, a Deputy Fire Marshal for the University of California at Berkeley and a Fire Inspector/Plan Reviewer for two other bay area fire departments.

Tonya Hoover graduated from Oklahoma State University (O.S.U.) with an A.S. Degree in Fire Protection Engineering Technology and a B.S. from OSU in Technical Education specializing in Fire Protection Engineering Technology and Safety. She went on to earn a Masters Degree in Business Administration/Human Resources from the University of Phoenix. She also holds several State Fire Marshal certifications and is a certified Fire Code Official.

She serves on several fire service associations including; the National Fire Protection Association (NFPA) technical committees as a principal member; appointed to serve on the Underwriters Laboratory Fire Council; the International Fire Service Training Association (IFSTA); International Fire Chiefs Association Subcommittee; International Code Council - Fire Code Development Committee; and as co-chair to a number of committees within the California Fire Prevention Officers. She is past president of the California Fire Chiefs' Fire Prevention Officers Section, Northern Division and the recipient of the Northern California Fire Prevention Officers’ Charlie Gray Award for Outstanding Service to NorCal Fire Prevention Officers. She has served on several State Fire Marshal committees.

Chief Hoover has also been a featured presenter at several professional events that include the Annual Meeting of NFPA, California Fire Chiefs Association, National Firewise Conference, and 43rd Annual International Conference on Campus Safety, Vision 20/20 Conference in 2010, and the 8th Annual Campus Fire Safety and Risk Management Professional Development Conference and Expo.
