Assistant Deputy Director, Code Development & Analysis, Fire & Life Safety, and State Fire Training
Chief Tim Spears brings two decades of experience in fire prevention and community risk reduction, having served within a state agency, fire protection districts, and municipal fire departments across California, Colorado, and Iowa. His experience in different communities has helped shape a well-rounded approach to fire prevention.
Chief Spears’ collaborative leadership style has contributed to partnerships with local, regional, and national organizations. He has held leadership roles in the Northern California Fire Prevention Officers Association and Region I of the International Code Council (ICC). He has hosted the ICC Region I Radio podcast, which has fostered greater awareness and engagement on topics such as emerging technologies, code development, and fire and building safety.
Prior to his current role, Chief Spears served as Fire Marshal for both South San Joaquin County Fire Authority and the Stanislaus Consolidated Fire Protection District, as well as the Estes Valley Fire Protection District. He has served as the Deputy Fire Marshal for the City of Modesto, Fire Inspector II in Colorado Springs, and Deputy State Fire Marshal, Fire Inspector for the State of Iowa.
Chief Spears holds a Master of Public Administration and a Bachelor of Science in Investigations from Bellevue University in Nebraska.
Outside of work, he enjoys hiking and spending time outdoors. He also values physical fitness and maintains an active lifestyle. He and his wife live in the Central Valley with their two children, where they enjoy a life focused on family.
