Code Development Work Groups
OSFM works with state and local government, fire officials, building officials and the private sector to develop fire and life safety building standards located in Title 24 of the California Code of Regulations. Active Work Groups are assembled for a three‑year term and generally meet monthly unless otherwise specified. These Work Groups are designed to create regulations for upcoming code cycles, if you have questions about code compliance in the current code cycle, please email CodeDevelopment@fire.ca.gov.
To receive email notifications from the Office of the State Marshal, click the subscribe link found at the bottom of this page under Quick Links. Enter your email and choose the email lists you would like to be added to. To be notified about work group updates, including agendas, choose the OSFM Committee and Workgroup Updates. Please note that you will receive updates regarding all OSFM work groups and committees, including those not listed here. To be notified about rulemaking packages a Work Group has worked on, choose the Code Development and Analysis – Title 24 Rulemaking Updates.
Agendas are emailed to the OSFM Committee and Workgroup Updates email list and posted on this webpage. All work group meetings are currently being held virtually on Microsoft Teams and the link to join can be found at the top of every agenda where it says, “Join the meeting now”. Make sure to verify that the agenda you’re on is the correct work group and date as the link will be different on every agenda. Above that, there is also a link that shows you how to join a Microsoft Teams meeting. If you do not have a Microsoft Teams account, you can still join, just follow the instructions titled “Join without a Teams Account” found on the help page. When joining a meeting, please make sure that your mic is muted and cameras off, should you have a need to speak please use the raise hand feature and wait until you are called upon to unmute and speak. Camera use is optional; note that the meetings are recorded. This will ensure the meeting is conducted without disruptions.
The California Wildland-Urban Interface (CWUI) Work Group provides a forum for addressing improvements to building codes, standards, materials, and seek comments and specific input on programs and technical issues that reduce wildfire risk in WUI communities. Currently this work group meets on the first Wednesday of each month at 1:00 pm PDT.

The Child Care Center Work Group was formed pursuant to Assembly Bill 176 to provide recommendations to enable the State Fire Marshal to understand and promulgate regulations pertaining to the occupancy and fire and life safety requirements for Child Care Centers. Please note that work group discussions are limited to Child Care Centers and do not address Family Child Care Homes topics. Currently the work group meets on the second Friday of each month at 8:30 am PDT.

The Fire Alarm Work Group provides a forum for reviewing fire alarm specific amendments of the California Building Standards that have become outdated due to updates in National Standards and ICC model code. The goal is to identify and propose revisions that eliminate redundancy and confusion, ensuring fire alarm regulations are applied consistently throughout the state. Currently the work group meets on the third Tuesday of each month at 8:30 am PDT.

The Single-Exit Stair Work Group provided recommendations to the State Fire Marshal for a report to specified legislative committees and the California Building Standards Commission to be submitted by January 1, 2026. The recommendations addressed fire and life safety or emergency activities in single-exit, single-stairway apartment houses with more than 2 dwelling units in buildings above 3 stories up to the high-rise limit as established by the California Code of Regulations, Title 24, California Building Standards Code.
